Payments, Banking & Flights — What’s Actually Changed
Fee payments and sanctions
Standard consumer apps — Wise, PayPal, Western Union, Remitly and similar — do not operate in or out of Russia; most withdrew in 2022 and haven’t returned. Visa and Mastercard also don’t function inside Russia. In practice, fee payments now go via bank-to-bank SWIFT transfer, usually in USD or EUR, routed through an authorised Indian forex dealer or partner bank directly to the university’s official account. Expect more compliance paperwork and longer processing times than a typical transfer, and remember that Tax Collected at Source (TCS) applies to outward remittances under RBI’s LRS rules. Never send fees to a personal account — only the university’s official account, with a proper receipt.
Flights
Direct and one-stop flights between India and Russia are still operating — Aeroflot flies Delhi-Moscow direct (around 7 hours), with further connections available via Baku, Istanbul, and Gulf hubs. Two practical points worth knowing: Moscow’s airports can face periodic disruption and diversions during drone activity, which can affect connections since Moscow remains the main entry point for most students; and unless your university is in Moscow or St. Petersburg, you’ll typically need a further domestic flight or train connection to reach your city (for Barnaul, for instance, via a domestic connection from Moscow or Novosibirsk).
